5. LOCAL ECONOMIC DEVELOPMENT (LED)

Local Economic Development (LED) is an outcome based on local economic initiatives and driven by local stakeholders. It involves identifying and using local resources, ideas and skills to stimulate economic growth and development. The objective of LED is to create employment opportunities for local residents, alleviate poverty, and redistribute resources and opportunities to the benefit of all local residents. It strives for the eradication of poverty and unemployment through the implementation of the LED programmes. Municipalities through the Integrated Development Programme identify projects and submit applications to the province. Municipalities should lead the implementation of the LED and fulfill their constitutional obligation of promotion of social and economic development.

 

6. MUNICIPAL FINANCE

The role of the Municipal Finance Unit is to promote and support municipalities to ensure that they are financially self sufficient and sustainable. This include the following:

 

  • Monitoring the financial position of municipalities,
  • Provide financial assistance or management support teams where necessary to build institutional capacity and improve their systems to provide sustainable service delivery.
  • Handling municipal finance related issues in terms of relevant legislations.

7. MUNICIPAL PERFORMANCE MANAGEMENT SYSTEMS (MPMS)

This sub-programme is in line with Chapter 6 of the Municipal Systems Act 32 of 2000. Its core function is to assist the municipalities with the establishment and implementation of the Municipal Performance Management Systems, which include the co-ordination of performance excellence awards of the municipalities (Vuna Awards).

 

8. INTERGRATED SUSTAINABLE RURAL DEVELOPMENT PROGRAMME (ISDRP)

This is a Presidential Programme flowing from the State of the Nation’s Adress document of 1999. The core function of the programme is to provide development, such as capital, infrastructure, social amenities and skills to the communities in the nodes.

 

9. MUNICIPAL INFRASTRUCTURE GRANT (MIG)

The municipal infrastructure grant programme is aimed at providing all South Africans with at least a basic level of service by the year 2013 through the provision of grant finance aimed at covering the capital cost of basic infrastructure for the poor.
